The "Belt and Road" Science and Technology Park International Workshop, hosted by Department of International Cooperation, Ministry of Science and Technology, and organized by Greatwall Enterprise Institute (GEI), held its first stage online theoretical teaching from 12 April 2021 to 16 April 2021. The main contents include the development planning and design of China's science and technology parks, the sharing of experiences and cases in the construction of science and technology parks, incubators and creative spaces, also include the construction of China's scientific and technological.
1.In the afternoon of April 12th, the first online training course was held in the International Training Course on Construction Management of "the belt and road initiative" Science and Technology Park. Zhaohui Xuan, Director of Science and Technology Statistics and Analysis Research, China Academy of Science and Technology Development Strategy, gave a lecture on the current situation and trend of China's science and technology innovation system, covering the position of China's innovation in the world, the achievements of China's science and technology innovation as well as the challenges faced by China's science and technology innovation. In the communication session, Director Zhaohui Xuan exchanged and answered questions with students from Azerbaijan, Vietnam, Iran, Brazil and Egypt. Participants expressed their willingness to further understand the possible cooperation direction between China and countries along the "the belt and road initiative" in the field of scientific and technological innovation. Director Zhaohui Xuan said that it is a strategic consideration of the Chinese government to build the belt and road initiative into a road of science and technology, and the government also continuously encourages enterprises to export technology to countries along "the belt and road initiative", so it will expand cooperation with other countries in the field of science and technology in the future.

2.In the afternoon of April 13th, Yuecheng Yang, consultant of Beijing Great Wall Enterprise Strategy Research Institute, senior partner and Chief Strategic Consultant of Shengjing360, and former deputy director of Torch Center, gave a lecture on the development experience of China Torch Program. The course covers China's high-tech zones, science and technology parks, technology incubation, technology market, policy evolution of high-tech enterprises and corresponding development suggestions for the belt and road initiative countries. Finally, Director Yang introduces the development of digital economy, a new economic form. In the communication session, Participants inquired about the similarities and differences between technology transfer center, high-tech zone, incubator and other institutions. Yang Yuecheng said that high-tech zones and incubators are platforms and carriers of industrial development, while technology transfer centers are service organizations, which mainly transfer scientific research achievements of universities and research institutes to industries and provide intellectual property rights, docking, consulting and legal services for enterprises and research institutions.

3.The third lecture of the “Belt and Road” Science Park Construction Management International Training Course was held in the afternoon of April 14. Wang Na, Partner of Beijing Great Wall Enterprise Institute, director of science and technology management, share the experience of university science park development to the participants. The content of the course covers the basic situation, construction and development effectiveness and typical construction experience of Chinese University Science and Technology Park. In the interactive session, the trainees expressed their willingness to exchange on the policy incentive mechanism of the University Science Park. Director Wang Na said that the policy incentive mechanism mainly includes the school's own incentive mechanism for scientific research personnel, and some local government policies related to encouraging university science park enterprises to cooperate with colleges and universities on scientific research results, and expressed willingness to share the specific policy list by email in the future.

4.In the afternoon of April 15th, at the 2021 "Belt and Road" Science Park Construction Management International workshop, Wenfeng Chen, executive deputy general manager and senior partner of Beijing Great Wall Enterprise Strategy Institute, taught the trainees the development history and policy innovation of China's high-tech zones. The content covers the basic conditions of China's science and technology parks, innovations in systems and mechanisms, and policy innovations. During the communication session, the trainees put forward the problems related to the linkage between high-tech zones. Wenfeng Chen said that the torch center is mainly responsible for this responsibility, as the Ministry of science and technology of the people's Republic of China will hand over specific management responsibilities to the torch center. In addition, there are many consulting companies like the Great Wall Enterprise Institution, which pass on the development experience of different high-tech zones. The learning exchange between the parks is also quite frequent.

5.In the afternoon of April 16, the fifth lecture of the "Belt and Road" Science and Technology Park Construction Management International Training Course, Mingxi Zhang, researcher and director of Investment Institute of strategic Institute of the Ministry of science and technology, brought participants from all over the world "China Science and Technology Finance and Science and Technology Investment Practice ". It mainly introduces the analysis of China's investment and financing practices in the field of scientific and technological innovation, as well as the financial investment policies to promote scientific and technological innovation. During the exchange session, Participants asked questions about the Chinese government's risk sharing policy. Director Mingxi Zhang said that government measures are mainly reflected in two aspects: on the one hand, the establishment of state-owned equity investment institutions directly to establish investment guidance funds to guide corporate investment; on the other hand, in terms of debt, the government cooperates with third-party guarantee agencies or banks Cooperation. In addition, the government is also building an information platform and using modern information methods to assist enterprises.
